Does anybody know if this is a Vacuum Issue?

All of those things do sound like a vacuum leak. A good way to find it is a cheap vacuum pump with a gauge. Then you pull vacuum lines going to various stuff, put a vacuum on them with a pump and see if that's the source of the leak. You can also plug off lines going to different things while the engine is idling and see if that affects rpm.
