How come Ireland forces EU law renegotiation and Brown fails to do anything?

This is because it does not fit Gordon Browns agenda he supports the EU like a puppet, as well as the Other political parties except UKIP. At least the Ireland received a vote and rejected it, now their politicians are looking for negotiations so the Irish electorate will vote it in, I don't see this happening. Even with the politicians agenda, the Irish people have spoken and they will not allow the politicians to railroad them. negotiations or not!.
