What do I wear to a business interview when the temperature is 7 degrees?

I'm from sunny Southern California flying to upstate New York for an interview. I checked the weather there and the temperature is unbearably cold to someone accustomed to nice weather. I have to dress to impress but what should I wear OVER the slacks and blouse? Would a nice long coat really protect me from 7 degree temperature? Any tips?
