Can a landlord be sued for Carbon Monoxide poisoning?

A friend of mine owns a house in Toronto, Canada and one of her tenants recently suffered from Carbon Monoxide poisoning. The landlord had two working CO detectors in the house. Can she be sued? Is she liable for what happened?
