Puting on weight and then getting ripped?

i went from 148 to 163 pounds because i wanted to gain weight for muscle m but now i want to get ripped but i dont want to lose m eg in my arms.... or will getting ripped make them look bigger...do i need to do much cardio i only want to lose my belly fat and get ripped every were else can someone help me...what should i eat and how often
